Cities are complex systems that are growing exponentially. By 2050 the total world population will be 9.7 billion, and 68% will live in a city. Planning and managing such complex systems requires advanced government practices. Researchers are looking for better ways of collaboration between citizens and local governments. Technology will play a fundamental role, but it is just part of the answer. Cities require better government architectures. They need better practices to address the unforeseeable challenges that the future will bring. Dr. Ralph-Martin Soe will discuss some of the recent advances in the Governability of Smart Sustainable Cities (SSC).

Dr. Ralph-Martin Soe is a Founding Director of Smart City Center of Excellence (Finest Twins) and Senior Research Fellow at the Ragnar Nurkse Department. He is also a Development Manager at the ITL Digital Lab (NGO). His previous recent positions include being an ICT Counsellor to the Minister of Entrepreneurship and Information Technology, Supervisory Board Member at the Estonian Internet Foundation and Government Fellow at the United Nations University’s e-Governemnt Unit.

Ralf has two master degrees in Financial Management (MSc, Maastricht University/ United Nations University and MBA, University of Tartu) and has a PhD degree in Technology Governance from Taltech.





Dr. Luis Daniel Benavides Navarro.

Daniel holds a PhD in computer science from the University of Nantes (France), a Master in computer science from the Vrije Universiteit Brussels (Belgium), a Specialization degree in software construction from the University of Los Andes (Colombia) and an Electrical Engineering degree (Colombia) from the University of Los Andes.

He currently serves as an associate professor at the Colombian School of Engineering Julio Garavito. His areas of interest include Enterprise Architecture, Software Engineering, Distributed Computing and Programming Languages and Models for the development of distributed, complex and concurrent applications.
